New Ebay Cancellation Policy?

Just received an email regarding Ebay's new policy (see below). Seems to say that if you as a buy request a cancellation, and the seller rejects the request, then you are no longer able to leave a neutral or negative review, full stop, even if the item received is in some way below par?

I can kind of see why they would do it as someone who doesn’t want to take delivery is very highly motivated to leave bad feedback regardless or claim that there was something wrong with the item when it got there in order to facilitate a return. There’s a lot of parts of their marketplace that I’m not a fan of, mostly from the seller’s side and relating to the fees which have gotten remarkably out of hand but from a buyer’s perspective, especially when you’re protecting yourself with a credit card it’s more stacked in your favor than not imo.

doesn't surprise me.
eBay used to be great, I've sold tens of thousands over the years (since 2000), bought likely even more than that. selling sucks now, you are at the whim of a flakey buyers, (they once refunded the money to a buyer that said a microphone arrived not working, when he returned a piece of 2x4 instead of the "broken" Sennheiser microphone i sent.) fees are ridiculous (you get charged a percentage fee on sales taxes and shipping ffs!) payment methods suck, shipping methods are handled by them now, sellers aren't protected, cant leave warning feedback to crappy/flakey buyers anymore... I'm just so over it. it was fun selling but not any more. id rather toss stuff than hassle with ebay...
