Need better pics but I don’t see it. If it’s slight corrosion under the surface of the lacquered dial, and the case is water tight now (fresh case seal and crown which should be done at service), it won’t get any worse and frankly can be considered part of the charm.
For reference- here is an example of a stellar Constellation of mine with the stippling under the lacquer. It doesn’t bother me and is only visible in certain light.



If the seller is legit and he wants $450 for it, then I think it’s a good price. If he has been sitting on it for a a while, you could make a lower offer.

Ya that's a handsome piece you have there. This guy is just a random joe selling it. I highly doubt he serviced it which is where my main concern comes in. I'll offer him lower and see what he comes back with. Thanks

Even at $450 unserviced it’s a good deal. I would request specific photos to verify it is legit and not web pics, like asking him to set the watch to a specific time.

Regarding the piece being serviced, has he produced a legit receipt? If he doesn't provide a receipt from a watchmaker that you can vet, then include the cost of service on top of your purchase (or better, get the price reduced to accommodate a service). I have seen a lot of sellers claiming their watch was "serviced", but they cannot back the claim in any substantive way, it's always "a friend" or a "trained monkey". Unless you know and trust the seller, I would prefer to service it at my own watchmaker, as the warranty and quality of work are then more in my control .

The WUS poster was another prospective buyer. I messaged the seller again he said that he had posted it a few years ago with no takers. Will that bubbling be a problem?
If you get the watch serviced properly, as JwR says above, no. From the point of view of a collector, the dial and case have lowered the value of the watch, but that value is north of CAD450 in my opinion.
Here's my 166.010 from Japan (not a jumbo) that I got for around the same price a couple of years ago. Serviced it, found a nice bracelet, and replaced the crystal with the correct replacement. A little polished, a little pimply on the dial. It looks handsome on the wrist and is one of my favorite watches.

DaveK's advice about servicing is well heeded. It may not have gotten a proper maintenance since June 1975. For CAD450 (or lower), it's well worth getting it serviced yourself at a local independent watchmaker. Other folks here can steer you in the right direction there.

the question on the watchuseek hyperlink that i supplied above is from april 23, 2018 which is a year and a half difference between its current listing on letgo (a sales app). the guy selling it says it was serviced 6 months ago. the pics used in that forum and the ones that are posted right now on letgo are exactly the same. which tells me there must be something wrong with it. plus if he has been trying to sell it for a year and half i highly doubt he serviced it in the middle of his sales time-frame.

Make sure he actually has the watch and don't send money "friends and family" or etransfer. I got burned from someone with an Omega for sale supposedly from Whistler B.C. Canada. Etransferd the money and no watch only lots of excuses (wife was supposed to mail it etc). Even sent a phony tracking number. Finally when I threatened to go to police he admitted there was no watch and he didn't care because they would never catch him. Same guy has done this to other people I found out later. Watch was posted on Craigslist in B.C.
