Was looking at this omega. Around the edge of the face and the edge of the dials there is some kind of wear ?

Is this intentional and how the watch was or is this from a poor attempt at a service ?

The asking price on this one is 3k which seems high to me if this needs a service.

Intentional damage to the dial? I don't think so. Overall that's not a very attractive example. Damaged dial and overpolished. You can do better.

I'm guessing yes, metallic blue dials frequently degrade in this way across different brands, its often at the edge of the dial, where it touches metal or where it touches lime that it starts flaking / peeling but I've seen it on Omega, Zenith, Rolex, and many others. I'm not sure what it is in that metallic blue pigment that causes issues, but its weird that its remained an issue so long.

Definitely damage to the dial and the price is too high because of it. Better examples at that price or lower or out there.

Forgive my uneducated noob question, but wouldn't it be very likely for the paint that has flaked off to get into the movement and reduce its life (service requirements) expectancy, or accuracy, or does it just kind of float around in there?

Here is my redialed in 2024 example. It wasn’t too bad before, but some of the lacquer had come off and looked like a crystal flaw.

The above looks great. What will a new dial likely run on the redial ?
The dial was 500. Done by Omega. Of course that was a year ago.

Plus the cost of a full service, 900 ish then. Given that, I wouldn't pay much more than 1000 for the one you are looking at.

I assume it is a service dial, which should still be available. Omega only does redials on truly vintage watches (e.g., 1940s) where they no longer have service dials. And the cost is a lot more.
