For what it's worth, I feel the dial is original, and the hands have been replaced. Just a non-expert opinion. I don't know what happened to the lume dots, but the quality of the printing on the dial is very high. I tend to think that the original hands were the type where part of the length had onyx inlay and part of the length was filled with lume. Here are some similar examples.
Good research, Dan! You may be correct, though it is odd that there would be no apparent traces of original lume on the dial.
