Dial is probably original and looks nice underneath that beat up crystal. The case has been harshly polished to the point where the crown has lost all its gold plating.
You’ll want to see a movement picture to ensure it is without rust inside.
Yes, there is some minor spotting on the dial. If you can stop moisture from getting in by replacing with a new crystal, it will take many years for that dial to become unusable.

Thanks guys. I can have the movement thoroughly serviced and cleaned. I guess I can replace the plexiglass and regild or replace the crown. And there is enough of the gold cap there to lightly repolish the scuff marks out. I'm hoping to get the watch for around $850.
