IE it did not start life as a black dial and has been redialed to what it is now.

Because the dial has been refinished, killing the value.

You're on a collectors forum so originality and condition are the most important considerations.

Just curious that’s all. Just wanted to know why the pass on it didn’t know redial was a bad thing that’s all

The dial is about half the value of a vintage watch, so a redial cuts the value compared to a nice original.
Keep asking questions and look at a few threads here on your targets. That's how we learn.
