Help with a 6117-6410 impulse purchase

    I hope you can help me with this 6117-6410 that I recently picked up on eBay. It would be better if I asked for opinions before the purchase, but it's too late for that. I believe that at least the dial is not original, but I don't know much about Seikos in general. I may have to return this based on your feedback.

    I found a thread on OF, and a couple others online that show how to check for originality of various Seiko models, but I still have the following questions:

    1. Would you agree that this is an after-market bezel ring based on the imperfections, mainly the borders around the blue and red rectangles?
    2. Isn't the case supposed to be fully polished on all 6117-6410s? This one is mostly brushed.
    3. What does it mean when the "water 70m proof" is missing on the dial? I found a couple other examples of this online, but couldn't find if this is an issue or not.

    The rotating ring is definitely no good.

    Thank you, lesson learned from this experience. Hopefully the seller will take it back, but if not, I can escalate to eBay as "not as described".
