Could you attach a photo of the old dial. It could affect value, but that is partially offset by the service. Service dials effect value on vintage pieces, but on relatively modern watches, it would not be much of a concern for me.
You haven't shown the watch which would've made everything rather easier but I suspect the presence of a loose bezel insert suggests it has been replaced with an aftermarket item. Omega don’t supply the insert singly, they supply a full bezel. If this is the case then yes the aftermarket insert will negatively affect the value. Replacing the hands with genuine items won’t have been a problem as at this age both would be SuperLuminova items, but curiously amongst the removed parts I note 2 Seamaster second hands and also what looks like a chronograph counter hand, which has no place on this SMP model. The plastic crown and stem suggest the movement was changed, which is normal for a factory service on a modern quartz Omega but I'd want to be sure it hasn't had a generic ETA movement dropped in by a third party watchmaker.
