Help please! Buy or not to buy; Omega Weems CK2129 Cal. 23.4SC

    Hello there!
    I'm new here and straight into needing your insight & opinions on the watch pictured here.
    I've collected watches from many makes over the years & i'd say I have a half decent knowledge... Omega pilots watches or any Weems for that matter are certainly not my strong point however, so I would really appreciate your help with this.
    I'm in a position to buy this Omega Weems & feel I want to snap it up, I love anything different or with history behind it but I have some quite critical unanswered questions.

    I am aware these are rare but I don't know how rare?
    I'm unsure if the serial numbers on the case & movement are correct?
    The dial has been refinished - how much does this affect its value / desirability?
    I know the second hand has been replaced but could the other has be correct, as they don't look like the hands of the limited examples I'm able to find online?
    Does anybody have any thoughts on this watches value?
    These are my main questions but any other thoughts or observations would be much appreciated!

    Below is the description I have from the seller:

    Swiss manufactured watch for pilots - before and during the Second World War.
    First chronograph from OMEGA
    Such early pilot watches from Omega are exceptional pieces made for English and German pilots.
    The watch was made in 1938.
    Watch size: 38 mm without crown - with crown 44 mm - weight 43 g

    Black dial - refinished. Arabic luminous numerals. large central second hand - second crown for adjusting the bezel scale from 0 to 60. Signed with the Omega logo and with OMEGA.

    Movement: original Omega silver-coloured cal. 23.4SC (hallmarked under the balance spring) in original condition - a calibre that delights the heart of collectors. Very rare and not used often. Many of the watches in which this calibre was used were lost in the turmoil of war. Signed OMEGA SWISS 15 JEWELS 8697479.

    Movement fully functional.
    Steel case - rotating bezel with lateral grooves.
    Inside the back cover ACIER INOXYABLE, in the triangle omega sign OMEGA WATCH Co. FAB. SUISSE SWISS MADE and below it 9948065

    The watch is in very good, used condition.
    Fascinating collector's watch in very good condition (refurbished) - rarely offered.

    Not to buy. Too much wrong here.

    Bezel is a "remake" as well.

    Can someone please explain to me, silly guy, what is there to be adjusted? Is there an inner rotating bezel or what?

    Second crown at 4 is to lock the bezel after it has been manually set. It is not to adjust anything.
