Help identifying a vintage chronograph and value

I want to buy a vintage chro, but don't want to get scammed
Obviously the dial is not the original, but how it will effect the overall value?

In collector terms, the redial will knock off about 40 to 50% of the value. That and the movement irregularities will make any collector run a mile.

Maybe even more. Some wouldn't even consider buying it. So it's really just worth the movement inside.
