That is a strange complaint, IMO. I'd be willing to bet a lot of Radium/early Tritium hands do not glow/charge under UV light, especially after something like 55 years. Some lume is just well and truly dead due to the expiration of the phosphors. Additionally hands and dials were manufactured by different entities and with differing lume compounds so there are bound to be variations between them.
Also it makes me quite itchy when people try to define serial numbers so strictly. In my experience there is a bit of play on either side for any given model serial number range (especially sub-iterations like the 2998). This one seems quite close & with the Google I was able to find an (unverified) 19mil version. So really who can say with any kind of black & white accuracy? I'm not really even sure that Omega delineates "2998-x" on their Archive papers or if they do that they aren't just taking that from owner-supplied information.
In any event good on you for laying it all out with such candor and letting the buyer decide with all the cards on the table & eyes wide open.
