Fake or real?

Hello, I am pretty new to this hobby but have a few Seikos. I am looking to get an Omega and found this vintage one:

The seller did not even know the model, has no certificate, etc.
Looks like a Constellation 168.017 to me, I need help figuring out if it's fake or not, and if it isn't, how much should I pay for it? (He is asking for about $450), which seems like a low price but maybe he doesn't know the value of it.
I'd appreciate any help here, Thank you!

I would ask for more photos. Get some photos with the caseback off so you can see the movement and read what is stamped on the movement, and ask for a close up of the dial.

Looks like lume on the dial to me. I would be interested in any service history, and I would pay attention to the hands and the crown.

Is lume on the dial an issue? I assume he won't have any service history.
The crown is indeed not the original one, but what about the hands? What should I look at?
Also I will get some photos of the caseback tomorrow morning.
