To add to the speculation there is also this Tweet from BMW: "Today we’re looking back on Sebastian Vettel’s debut in F1 for Team BMW back in 2007. Would you like to see BMW make a return to F1?"
(This was on 7/2 in regards to Seb's debut in '07. However it is just BMW UK and not a more official account like BMW Motorsports or something)
Williams have had talks with investors lately, and there is an old connection between BMW and Williams.
Could Seb go back to his roots like other drivers have done along with a BMW comeback?
Although earlier in the year BMW stated they had no interest in returning to F1 (currently) as they do not see any benefit.
In the link I posted above, he does also say he reached out to RBR, not necessarily to ask for a spot, but rather just to talk. But there was also news of Fernando having talks with RBR at some point as well. And that is a team that is not afraid to make changes. So maybe they are open to giving Alex the boot, although I would not like that.
Will Buxton, for what it is worth, is speculating on some major change-ups as well Specifically regarding driver-swaps.
However the source of the initial speculation of something big coming, is from the same person who broke the story of Seb leaving Ferrari back in March.
How about Vettel going to Haas? I can’t believe that Haas would keep the same drivers for yet another season (apart from entertaining Netflix viewers of course), and seeing Vettel partner Grosjean could be entertaining 😉
Even though the changes in regulations (and budget, most importantly) might make it more interesting for manufacturers to rejoin, I can’t really image BMW committing to it in the middle - or the beginning - of the COVID-crisis.
Regarding Seb: While he’s clearly unhappy at Ferrari at the moment, he did mention recently that money isn’t the major objective nowadays - I think he called himself financially independent, likely an understatement. I don’t think there’s anything wrong with enjoying the racing, and I do believe he’s have more fun fighting in the midfield with slightly less medial attention and a working environment he actually enjoys.

Now just buying a stake, slapping the name on a team? Sure.
But I really hope that Williams can find a solution that will keep their name in the sport!

Now nothing prevent a manufacturer to sign Vettel for 2021 and beyond and enter in F1 only in 2022. As they will not be in F1 (yet), they could ask Vettel to run and develop their 2022 car one year in advance, wherever and whenever they want

Except for the one little thing being the fact that Vettel really just isn't that good anymore if he even ever was. Also in these weird and financially challenging times I seriously doubt there is the appetite nor financial resources for any new manufacturer to think this is a good idea or investment. But feel free to dream on.
McLaren doing very well again, Ferrari’s IG on the other hand is a cesspool of ultra passionate mostly Italian fans angry at Binotto and threatening to find and murder his children. That team is such a poison chalice post Schumacher / Todt / Brawn, I feel sorry for Leclerc and Sainz when the media and fans turn on them.
