Sounds like it was done by/ through an AD and not by Omega?

It's a 60's Omega Seamaster chronograph, with a poorly refinished dial. The movement will be either a 321 or 861. The case is also quite polished so ok in all it's not a great example.

Which movement it has will affect value which wil

It's an excellent value way of owning a 321...
Well, except for the the fact that we do not yet know what is inside. There seem to be some dials out there, so I guess it may be possible to source one down the road. For me personally I would save my money for a better example that has a legit dial, good case, etc..

Yeah I wouldn't buy it without a guarantee that there's a 321 inside. I agree that there are much purer pieces than this, but it's still pretty looking and could be very appealing to the right buyer for the right price.
