Yes absolutely, the lume should have acquired a honey colour with time. The white colour of the lume here suggests the hands have been relumed.

Sorry I was referring to the lume that looks white? Is white lume a sign of relume that was my question

OK, I was talking about complete white hands...sorry

If you compare the colour of the lume on the hands with the lume dots on the dial, it appears clear that they are not the same colour.

This said, a good watchmaker can relume the hands with the correct faux patina colour.
