Can someone translate this Chinese or Japanese please?

I have just done a simple repair on this cal 1370, the back is quite interesting, I wondered if anyone could translate it please?

I thought this was Chinese at first due to no Japanese chars, so that's extra confusing trying to read it like that. It's a Japanese scholarship award.
ChatGPT says it means roughly:
"Presented to Mr. Bun'o Hebime for the Completion of the Ikuei Scholarship in 1980, [by] the Association."
