Is it the jpeg artifacts, or does that look like a painted dial? The text just doesn't look right to me.

Need better closeup focused straight on photo of dial with hands off text (set at 9:15)
And have back opened by watchmaker and take inside Caseback and movement photos for case reference and movement caliber and SN for all information. Solid gold is soft and easy to scratch so best to ask watchmaker to open.
All will be revealed.

There is no doubt that the watch dial has been repainted I’m afraid but this was a common procedure if there was water damage or moisture ingress to the dial.
I have some concerns about the watch in general.
The medallion doesn't look quite right, especially the observatory.
The bracelet clasp is not of the quality expected. (it would normally be solid gold and have the Omega symbol and the gold level hallmarks)
There doesn't appear to be a cut out for the crown in the mid case (the current crown is a replacement)
However, this could be a locally cased watch, which might explain the medallion and the midcase and the clasp could have been replaced at some point.
As above, the best way to get to know more about your watch is to have someone competent open the caseback and take good clear photos of the inner case back and movement.
If you can show us those then we can give you better info about your watch.
