I wish you the best on this. I’ve had only one purchase from Chile and it was a $6k empty envelope. Thankfully my credit card refunded the payment.
Just out of curiosity, what would you have them do? Go to his address and knock on his door demanding a refund? Good luck anyway!
Your best option is to sort this out with your bank, trying to solve this by remotely perusing legal action is futile.
