Due to the two tone dial probably the former.
Dial looks correct but marked.
This reference would originally have had a hidden crown - but they are no longer available - this Crown is one of the options for a replacement crown.

I think this is just a slight imperfection, but in the absence of other red flags it alone does not indicate the dial has been re-painted. Your thoughts?

The haches on these hidden crown Constellations pie pan dials are usually noticeably closer to the pie pan edge than on other pie pans.
The ones at the bottom do drift away from the edge on this example.
However, the rest of the dial and script look correct (although better images would help) so I think in this instance it's a conformity issue rather than a sign of a redial.

Not as pronounced as the OPs example though.
