It has been relumed at some point, crown is a replacement and looking at the caseback, I'd say that it has been polished when it was still dirty.

It wouldn't be a bad purchase at $400; however, the price will almost certainly increase with 7 days left in the auction. My guess is that the watch will sell for ~$550-600.

"Fair" is what people in an open market are willing to pay (e.g. the ebay auction sale's price).
