Interesting watch. Lume obviously redone, but engraving could point to some kind of government/military background. Their watchmakers was normally more occupied with functionality over finish and lume jobs was not always done to the highest standards.
1944 is too early in terms of dating. I guess it's a mid 1950s watch.
If you look at the caseback ref numbers you will se 2541 (the Omega ref) together with its "in house" Lemania reference 174.
Here is a catalog picture from a Lemania 1956 catalog showing the ref 174. (Note that Lemania, as most others, used the reference only for the case/movement combination. Dial/hands design was client options).

Normally not. They are normally marked Aeronautica Militare Italiano aka AMI.
