looks like one of the many weird sports timers made over the years. The regulator matches that on a 1930s Zenith I used to own. the dial looks like soft enamal, where there's a layer of clear enamal over the regular white, it gives the coloured portions that "thin" water colour look, likely pretty rare.
Hour and minute hand are not aligned properly: hour says 10:00 exactly, minute says 12 after. Not a big deal to fix, but curious--especially on a "fully-serviced" watch.
