Why are people from excluded countries allowed to bid on eBay?

Someone is bidding on my eBay listing, and his profile indicates that he is in a country that is in my shipping exclusions. Is this my responsibility to sort out? It seems that eBay should automatically restrict bidding to match the shipping exclusions.

Any first-hand experience with this? I've never had it happen before and it would really stink if the winner of the auction was in an excluded region.

It may show that he is based in another country, but could still have a shipping address in yours i.e. freight forwarder.

And if this is the case, bear in mind that the buyer has NO option to return the item.

I have had sales where I would only ship to the U.S. or I would ship under eBay's global shipping program. When the buyer won I printed a shipping label to eBay's facility in Kentucky and then it was forwarded by eBay to the overseas buyer. My only obligation was to get it to Kentucky.
