I purchased this watch on February 28th and it showed up this morning like this. I made an offer and got it for 80 Canadian so I’m not hurting out of pocket.. pretty disappointed. Seller does not accept returns and I’ve waited a month and a half for this pos. Please excuse my work hands I’m in the middle of refinishing a piece of furniture. .. it was sent in a envelope wrapped once in bubble wrap.. this is how it came.. filed bezel that’s warped and crazy glued.. do I take a loss?
Even if he doesn't accept returns, you are covered by eBAY buyer protection. As long as the seller did not disclose that the bezel was glued on (or fixed), you can open a case. I would try and contact them 1st (send pics like you've shown here) and confront them and ask for a refund. If they don't allow, open a case with eBAY. The seller should also pay for return postage in either situation. You won't get you funds back until the watch shows-up thru customs in the sellers country (or delivered in your own), but most tracking goes that far. Good luck.
I understand that you're not happy with the watch. The question is whether the description indicated the watch was in better condition than it is. If so, easy: Item not as described. File the complaint.
Judging by the amount of dremel work on the bottom of the bezel, it did not originally come with the watch. There should be a retaining ring inside the bezel that clicks over the lip of the case of the watch to hold it in place and allows you to turn it without it falling off. Looks like someone simply super glued the bezel onto the case. Cheesy work. It might be easy to make right and again you may have to find another bezel that works. If you lived in Texas, I would say shoot it over here and I'll see if I have a retaining ring that would hold it in place. You contacted the seller already? Did they say anywhere in the description about the bezel not turning? Or that it was only glued in place? Pretty cool looking watch. If you are unable to return it, you can always glue it back on.

Retaliatory feedback is not allowed. I think the description is misleading, and you have a case. Is it worth your time to pursue the $80?
If you not a seller on the bay don’t worry about feedback. EBay life is only 12 months anyway. File the report and get you money back. Top tip video every package opening on items from EBay in future. Loads of help on the forum if you search EBay
Exactly. The seller's return policy is irrelevant if the item isn't as described. If the description says "excellent" or "good condition," that also applies to the bezel. If it doesn't rotate and that's not disclosed in the listing, it's not as described. Your only obstacle might be convincing eBay that the bezel is supposed to rotate; so find some authoritative source online (besides forum comments) documenting that to share with them. In any case, also explain to eBay that it also fell off on arrival, which isn't "excellent" condition, whether it's supposed to rotate or not. "Bezel did not rotate because it was glued in place and fell off entirely immediately on receipt." Let the seller know that's exactly what you'll put as your comment with negative feedback if he doesn't agree to pay for return postage. If he says he didn't know, respond that it's his responsibility to know that before describing a watch as "working "perfectly" or being in "excellent" condition, or whatever, instead of forcing you to absorb return costs on an item you'd never have bought if it had been described accurately.
Seller cannot give negative feedback anymore (eBay's recent change) so you don't need to worry about losing your rating. Contact the seller first and when no result, contact eBay "significantly not as described". Don't let him get away with this bbuullsshhiitt.
I would and have let a lot slide on eBay (sure the watch was totally serviced but running five minutes slow) on cheap watches. But that’s over the line. Good luck and don’t let this moron get way this.

The watch shown does not match the description given. This watch is by no stretch of the imagination in "excellent condition," neither functionally nor cosmetically. A glued-on bezel is an improper "repair" and saying the bezel was "fixed" (not true if understanding "fixed" to mean repaired where in a diver, the bezel must also be able to be rotated for bottom time calculation, and not true if fixed is meaning "not moving," because that by definition means not functioning as designed). even if the bezel were intact, the condition of this watch is fair to poor. I recommend you file a "item delivered not as listed" complaint through eBay.
