What is this, and is it possible (easy/hard?) to get rid of it?

@Thornado86 .. it’s a nice vintage watch. Love it for its perfection and imperfections. Lacquer = Varnish for the purpose of illumination here. Protects the dial. No greater expert than @Archer ...leave it alone.

Sorry, what's lacquer?
lacquer is the clear coat on the dial, the last coat applied to stabilize and protect the underlying layers of paint. i don't know if lume is under the lacquer too...?

I am an enthusiast of modern watches first and foremost, but I also love vintage, especially because I like the vintage style better than most modern. If I could have a perfect vintage then I would want it. Doesn't mean I don't accept imperfections, I don't have unrealistic expectations about it or anything. 😀
