What is the name of this hand locker tool?

In this photo it was used to polish a hand, but I suspect the average Omega hand isn't compatible with polishing as they are coated and thinly so

Still it would be nice to have such a tool, I just can't remember/find the name

From what your picture shows, it looks like a cannon pinion tightener.
