What is it? (2910-4 SC)

I was browsing Ebait and this watches style caught my eye. It's sharp looking, IMO.

Now, the description twice mentions that the dial has been refinished, so no mystery there.

It is marked/advertised as a 2910-4 SC with caliber 284 and 1958 vintage. The picture of the movement with s/n checks out on the year and caliber. But what model is it?

I also notice that the hands have only a remnant of the lume left.

Also, are the crown and second hand correct, in your opinions? The tail on the second hand is unlike any other Omega I've seen.

Is it common to see Omega watches that are pieced together with a mix of whatever from the parts bin?
I mean, taking collector's value off the table, the movement is an Omega, and as a functional watch should provide good service, right?
