Watch Sales is generally used by dealers while private watch sales are not. Private sales are just individuals selling their pieces (usually to fund incoming pieces)
The Watch Sales forum is for high volume sellers. Most of these are dealers, as Jwit says, but there are a few collectors who flip a lot in there too. Occasional sellers should post in the Private forum.
