In looking at the before pictures that you posted, the 2 o'oclock "minute marker" was in place, even when the dial/movement were out of the case prior to installing. However, the after pictures after installation show it completely "flaked off"...and if you closely, the picture, which I copied below, shows white particles near that area.
Is that on the dial or the crystal? Hopefully on the crystal...
If on the dial, it may be a sign of additional loose paint. I would recommend removing to avoid working their way into the movement..

well observed! I posted this selection of photos to see if anybody here would make the same observations I did after my watchmaker sent me the photo of the completed job, comparing with other photos he sent during the service.
So TTG, you win the price!
Yes, hélas! Unfortunately the 10 minute marker got lost during the service, and I am particularly bummed that my watchmaker didn't mention it to me - possibly because he himself didn't notice that it went missing.
I questioned if perhaps the little lip, one can see under the rim of the rehaut, could be the minute marker, folded back.
I also spotted the little white marks, two of which seem to reflect in the rehaut, suggesting to me they are under the crystal. I venture they are likely remnants of the minute marker.
This was when I raised the question regarding restoration of the minute marker only. He removed the dial and sent it off to he restorer.
The dial is on my request currently being returned to my watchmaker (untouched).

There is actually another observation one can make in the detail shot of the date window: the slow changing date (the hands are set to 10:25), which I didn't know was a feature of the 7021's.
