As @X350 XJR noted, the dial has been refinished rather crudely. Unfortunately, if you look at 10 of these on Google Images, 9 of them will be re-dials, so it's not easy to educate yourself, but absolutely necessary since good examples are hard to find. Basically, if you see one with a clean dial, your immediate response should be skepticism, followed by a very close look. In this case, the signs are obvious.
