This is an interesting one I had on a bracelet recently. Wonder if that was a name he gave him self? Or bestowed upon him...
Don't know Tom, but love that bracelet! This was another from the BT- I can think of many people for whom I think this title appropriate.
I sorta hope this one has a nice backstory, makes me think of an old Frank Capra sorta movie where the lead girl tells Jimmy Stewart she'll go steady with him 'til the "12th of never" or some old Hollywood schmaltz like that. On a related note, God do I miss movies with actual plotlines...
I lived with a Maine Coon cat for a brief period that fit the Little Hitler description, even had the moustache and charming personality ....sometimes when it fits.
I often heard my mother use the term "Little hitler" in reference to people with a minimum amount of authority but acted like the controlled the world such as traffic wardens, government employees etc etc. Basically anyone who went power crazy well above their job posting. I assume the watch was a gift for someone whom acted like a little hitler in whatever capacity. As some posts above suggest, I believe it to be a personal joke between people who were close.
The speech before the presentation would have been interesting. "Dear boss, we all chipped in and got you a retirement present. It's just a little something to remember all your time in the office. One request, wait until Christmas to open it."
Oh I dunno. It seems much worse to me. Nazi is almost a common foul adjective while "little hitler" is a bit more specific and distasteful. There were nazi party members that didn't kill.
It's not necessarily strange, but I have a certain fondness for this one. It helps that George Folsey's filmography has a number of my sentimental favorites on it.

They were all subsequently fired the next day. I can't beat "Fuck'em if they can't take a joke", but I did find these celebrity watch inscriptions cool. First is from Joanne Woodward to her husband Paul Newman and the second is an inscription by Steve McQueen who gave his personal Rolex Sub to his favorite stuntman.
