    I have a watch with 21mm lugs, but I haven't found a 221mm spring bar.
    Should I use 20mm, or would 22mm be better?
    Or should I keep looking for 21mm?

    Depends on what you're mounting on the watch.
    Just for reference, Omega suggests the following for a 21mm lug width watch:
    20mm springbars for bracelet
    21mm straight springbars for straps
    21mm curved springbars for natos

    If you must, go with a size smaller; the reason being that some springbars can't compress down the extra 1mm so you cannot even get them to fit between your lugs. The only caveat being that depending on usage you're probably best served making the sized down springbar a temporary install while you can source a correctly sized one.

    Omega spring Bars are as follows-

    20mm bracelet you use the 2207, also for 19mm strap.
    20mm strap you use the 2208, also for 21mm bracelet,
    22mm bracelet use the 2209, also for 21mm strap,
    22mm strap use the 2210.
