A post in-house, post Elgin-owned Elgin. Kinda funky though.

 

Item title says "*NOS* NEW Vintage ELGIN Grade 338 Hand Wind 17j Large 40mm Men's Watch w/ Box".
Item Description says "Pre-owned: An item that has been used or worn previously. "
And judging from the case back it looks worn more than a few times. Just the fact that the seller is misleading makes me not want to trust them. But at only $200 maybe some one will go for it.

 

As mentioned here before, most eBay sellers have no idea what 'NOS' really means. Same with 'serviced'. That watch is closer to 'LNIB' (like new in box) than any other watch selling term.

..... or they do, and just figure they can get away with it because others blatantly do.

 

Black on back around sticker is brown lint from the box, so I would say it would likely be unworn and it is pre owned EBay speak for not brand new

That's a damn nice specimen and a fairly reasonable price! I don't know Seiko well enough to say if the dial is original or not, but judging by the rest of the watch's condition odds are good it's not a redial.
