Chanced on this seamaster but have not much idea about it. Anyone can provide an advise on the value, as well as authenticity? Thanks.

Enter the reference number in Google for info on the watch and look at past sales on eBay for value.

Can't give you a value, as I haven't seen one of those gold capped for sale for a while, but it looks to be a correct Omega watch. Dail and hands looks nice. Case a bit worn, but nothing unexpected in an old watch.

Edit: Second look, is the lume missing on the dail?

    Welcome to OF.

Your titel is a bit misleading. Your watch is not a 168.23 which would be a chronometer. In fact it is a CD 166.032 (non-chronometer), CD stands for a case made of stainless steel with gold cap, If I read 14K gold I assume its a solid gold case... your´s is gold-capped, which means there is only a layer of gold cold-welded (with high pressure) on the top of the steel case.

They are offered regularly on ebay and you can search the completed listings for the amount they sell for

Probably authentic, probably a bit polished, buckle probably fake, and it is missing some lume on the dial indeed.

Non chrono gold capped is probably the less valued of the 168.023/166.032 family, relatively.
