The images were taken on a Canon EOS T6, and not reduced by me. This is the maximum quality image I'm capable of producing I think.

I've had brand new dials come right out of the package with these notches. They are not always a sign of a redial...

The indexes appear to be enamel, and, especially given their quality, I don't believe that it could be a redial.
