I am not an Orient expert, but these are cool and fairly highly regarded models in the Asian vintage diver market. One thing I will say is that there are a fair number of them circulating, so if you would be willing to spend more on a better example, I expect that you wouldn't have to wait very long.

The King Diver is a good looking watch with a busy looking colorful dial. If you want a more simpler look then get the top dog which is the King Diver 1000m. Very rare and getting quite expensive already. I have an identical looking watch but under the brand name Telux, an obscure Japanese watch company that was bought by a Taiwanese group maybe in the 90s?

AFIAK that watch and Orient movements only have a day and date wheel. I think 3/Wed refers to Wed is the third day of the week.

You're right. As per the seller: the "3" is just a numerical representation of the day of the week. I believe Sunday is noted by a diamond. The "21" is the date.
