Opinions appreciated - Redial (Breitling Premier)?

Dear all,

not sure where else to ask. On a local sales platform this beauty was posted for sale.

I am by no means an expert on vintage watches, and would appreciate any opinion on the dial + hands...
Seller description says that it was serviced, referring to the watch as a whole, not clear if this includes the dial.
