I’d lean towards silvered metal rather than porcelain, judging by the finish and those circular lines in the seconds subdial. Hard to be certain from photos though. Movement looks to be from Omega’s 26.5 family, hand wound with 15 jewels.

The bracelet looks like a later addition, and the gold coloured crown might be a replacement, too.

I think that the movement is an early version of cal. 30T or 30T2, dating from around 1940. You should be able to confirm the caliber by looking underneath the balance wheel. The case serial number is from around 1943.

The rust from the caseback seems to have jumped to the movement. This needs to be addressed before it advances further.

The dial looks to have been repainted at one time. The crown is an Omega signed part that is much newer than the watch.
