Welcome to the forum. As other members have already mentioned that dial is damaged and not worth the money. But good that you've come here and asked before spending the money. Stick around and check out the private sales section here, where members sell and trade watches among themselves. For that amount you should be able to get a decent example.

Btw, I bought a watch from this dealer before and my experience was mixed. The condition of the watch was what I was looking for. He however claimed the watch was serviced, he even guaranteed in written, but it was not. At least he agreed to pay part of my service costs. I would not buy from him again.
