I received notification from the Omega 5th Ave (NYC) Boutique that the Westchester Boutique will not be reopening; that is, the Westchester location has been permanently closed by Omega. Have any members from the forum been notified similarly?

I saw a message a few weeks ago they were all opening. But I figured that NYC and CA ones would not be due to local enforcement.

My local AD is open now, but we just entered phase 3 yesterday (WNY). I believe NYC is still in phase one.

I guess it all depends on your location. The Northern California Omega Boutique in Roseville reopened at the end of May but advised calling ahead for an appointment. The Tourbillon Boutique (Swatch Group store) in downtown San Francisco still appears to be closed.

NYC is indeed in phase 1 until Monday June 22. Retail can open in phase 1, but only for curbside pickup. Nevertheless, I got an email last weekend form the flagship Blancpain boutique in NYC saying they were opening June 15 and accepting appointments for viewings 😕 I can’t imagine them showing Blancpains on the NYC sidewalk...that wouldn’t end well! BTW, I have never been in that boutique, but I suppose they got me because I did buy from the other Blancpain boutique in the USA, in Las Vegas.

Anyway, I digress, no I haven’t heard of any Omega boutiques going permanently belly up since the lockdown!

I thank OP asked something different. And yes I confirm Westchester OB is closed permanently. In total 5 OBs were closed this year, it’s not really due to pandemic, they were planning to close them by end of year but they used the opportunity they were already closed and decided not to reopen just for few months.
