I would have thought natural.. date wheel matches the aging, but the outer edge of the dial had me questioning myself

I don’t know why someone would intentionally do that to an otherwise okay dial. Looks like maybe mold? Either way, looks terrible. And curious why the lume is pure white as mentioned above.
