If you pop out the crown and try to adjust the time, doesn’t it feel like

No, everything else functions like it should. It is just the sound, which is why I think it is just the dust cover moving around a little.

Depends on the sound. Personally I’d pop the crown out to stop the watch and return it to the watchmaker. I’ve had a movement holder screw come out of an old watch and rattle around inside a long time ago.
