Three stars are supposed to be from Peru. At least I’ve heard it said, and then all original examples seem to check out.

According to Longines, this chrono has a manually wound mechanical movement, caliber 30CH invoiced on 30 Nov ‘65 to Welsch, its agent for Peru. Hence the 3 stars.

Does Longines themselves confirm the three stars do pertain to the Peru delivery? That would be cool.
