Nope, the seconds hand should at least reach the marker track. Spidey sense says there's something fishy about the dial too - do you know what model # it's purporting to be?

315.164 with a cal 500 1957. Lume marks don't look very convincing either. I'm not even sure there should be any at all.

Second hand has been cut or broken for sure. Hands are lumed so dial should be as well.
