·Stainless steel is generally known to resist corrosion, but it isn't impervious, there are things that will corrode stainless steel. Personally... looks like gunk to me.

·Likely dirt! One way to find out is to have the bezel lifted, and grunge removed. Or clean it best possible, then don’t worry about it.
