I agree, it really is a dial! Seriously now. I don't think anyone could tell from that picture, what camera did you use? We would need a nice close shot of the dial, you can do this by using the macro function on your camera (a flower symbol usually). Try to take it in filtered natural daylight, no shadows and NO FLASH! Try to get something like this (not a Geneve though, sorry).
Based on that picture (which is less than ideal) I'd say the dial is original. Has some ageing but all marks on the chapter ring are consistent, patination from age is evenly distributed, hands are the correct "fat and skinny". Fonts are OK, if some loss on "Dynamic". Rest of the watch? The crystal is an original Omega for this model, the case still looks nice and crispy. However, not being able to see the caseback (not much there anyway) or the movement it's hard to comment on the total. Depends on the price if you are buying it, there are better Dynamics around but they do cost
It's a ladies watch. I assume you're after the bigger man's size.. The case is nice but the dial is in horrible shape. Also the marks on the retaining ring at the back and around the dial indicate it was not taken care of and there must be a high risk that the movement has moisture damage.
