My concern is it’s a frankenwatch or something worse

Frankenwatch or something worse? What is worse than a Frankenwatch? Btw: Franken is a very nice , rather unspoiled area in Germany..... Not well known for watches or Watch related activities.... Kind regards. Achim

Movement is a little tired, price isn’t bad for a daily watch. Will need to spend approximately half of the price again to service.
Do you good as a starter watch once serviced.

Worth it as someone new Yes
Going to be worth anything more than what you paid No
Enjoyment of ownership Yes

I would buy a Seamaster from the same era for a little bit more

No idea. If you like it, it is a good price. It is your decision. We can only tell you, that it seems correct from the provided pics. Many watchmakers marks in the back, so not neglected in the past. But it might need a service now, unless the seller tells you , it was serviced. Looks like s nice watch. So, you are in Canada and the watch as well ? No taxes on top of it? Then it is a go for me. What is a skimmed case back?

One that has been put on a lathe chuck and the back cut down.

It should look like this (internet pic from here).
