TBH, California and local sales/use tax may be the bigger issue here in monetary terms. It's likely on the order of 10%, whereas duties/fees on a properly declared import are much less, and often zero. Still, in general, the forum tends to frown on public discussions of circumventing the law, and in principle, we are all responsible for paying state and local taxes on all purchases, regardless of whether the seller requires it. So my suggestion is to just take this whole conversation off line.

I was recently asked to do this on a shipment to EU. Ship fully insured and declare a very low value. It hurt to lose the sale but I’m not going to break the law.

It is not worth it just to save a few bucks. Especially when there are plenty of ways to save money legally.
Unfortunately for many sellers - especially those in California, I will probably not be buying from them. Of course if it's the right seller with the right watch that I can't find elsewhere for a comparable price, I will gladly pay the exta cost of doing business.
