This is my circa 1947 Jardur 960 Bezelmeter (though I could be out on the years). The problem is that the bezel is not rotating - that's how it came to me. its locked with no movement when pressed into position. I am thinking that there should be a spring that allows it to rotate. I am 90% it's the correct bezel but I am more certain that it is missing a bezel spring and if it is I have no idea what a spring like this might look like so I can get one fabricated or modify an existing spring from elsewhere? I don't believe these had just had fixed non-rotating bezels just for show as these were pilot tool watches and used as such.
