Help with an Omega Connie Pie Pan Crosshair

Hi all, after striking out on my last pie pan, I would really like to vet this purchase in advance with the seasoned pros. This was offered to me by a seller in South America. Upon first look, it looks good to me and the only major issue seems to be tritium loss on the hands as well as the dial spotting. I can purchase it for about $1,300 USD. Does this seem like a good price? I usually try to avoid plated watches, but appreciate a good bargain. Would ya'll consider this a bargain or should I hold out for a better example? Additionally, is the star on the dial not lining up with the crosshairs suspect? Thank you for your time and help!

Case has been heavily polished. Look at the tops of the lugs. I would pass.

$1,300 seems a tad high to me considering the worn case, missing lume on the hands, wrong crown and minor dial condition issues.

There is also a mark between 9 & 10 on the dial which may be a blemish or it may be a ding (from behind)
Definitely not a bargain.

I dont know how to explain. Some old watches with wear and/or patina still have life in them. With this one it feels like life was sucked out of it. It's just not enjoyable to look at. Especially not for $1300.

Thank you so much for all your advice and perspective on this! I will definitely pass and look elsewhere. Having not dealt much with these, there is so much that I miss.
